Session D: What Does the Samantha R. Settlement Mean for Housing Opportunities in North Carolina?

Corye Dunn joined DRNC in 2011 as the agency’s director of public policy. Dunn, who was born and raised in Durham, N.C., graduated from UNC-Chapel Hill and NC Central University School of Law. Prior to coming to work at DRNC, Dunn practiced law in a small firm. She also served as a direct care provider to adults and children with developmental disabilities and worked in nonprofits seeking to expand access to education and increase investment in low-wealth communities.

Kelly Crosbie

Kelly brings over 30 years of experience in providing and managing public services and supports for people with mental health and substance use issues, intellectual and developmental disabilities, and brain injury. In her current role as the Director of the NCDHHS Division of Mental Health, Developmental Disabilities, and Substance Use Services (DMH/DD/SUS), Kelly oversees the public community-based system for mental health, intellectual and other developmental disabilities, substance use, and traumatic brain injury in North Carolina. For the past 13 years, Kelly has served in multiple leadership roles within NC DHHS, including Assistant Director of Behavioral Health at NC Medicaid, Chief Operating Officer of NC Medicaid, and the Chief Quality and Population Health

Officer at NC Medicaid. Kelly is proud to be a licensed clinical social worker and person with lived experience.

Ginger Yarbrough joined Division of Mental Health, Developmental Disabilities and Substance Use Services in 2023 and currently serves in the role of Director-IDD, TBI, & Olmstead. Ginger supports the policy and programing related to IDD, TBI, and Olmstead. Ginger has more than 24 years of experience in behavioral health ranging from Direct Support, Care Management, to Quality Improvement & Quality Management. Ginger has served individuals with IDD, TBI, and co-occurring behavioral health conditions to access the services. She is passionate about supporting people with disabilities to live the lives they want how they want.  

 

Ginger is certified as a Dual Diagnosis Specialist through the National Association of Dual Diagnoses (The NADD), and a Certified Professional in Healthcare Quality (CPHQ). Ginger received her master’s degree in Public Administration from UNC-Chapel Hill.
